On November 10, 2025, President Yang Wanming the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) met with Kengo Oishi, Governor of Nagasaki Prefecture, and his delegation consisting of government and parliamentary officials, representatives from municipalities under its jurisdiction, and various other individuals from different sectors of Nagasaki Prefecture, at the CPAFFC.

President Yang Wanming extended a warm welcome to Governor Kengo Oishi and the representatives from Nagasaki Prefecture. He praised Nagasaki Prefecture for its commitment to fostering friendly exchanges with China and its active efforts in promoting mutual understanding and friendship between the two peoples, as well as in deepening mutually beneficial cooperation. President Yang noted that China-Japan relations are currently at a critical juncture. He expressed hope that the new Japanese cabinet would adopt a correct understanding of China, cherish the efforts and dedication made by past political leaders and various sectors of two countries to develop China-Japan relations, and continue to uphold the broader direction of China-Japan friendship, peace, and cooperation. As close neighbors, the sound and stable development of China-Japan relations serves the fundamental interests of two countries and their peoples, and is conducive to peace, stability, and prosperity in Asia and the world. President Yang urged Japan to adhere to the principles and direction set by the four political documents between China and Japan, maintain the political foundation of bilateral relations, advance a strategic, mutually beneficial relationship, and work towards a constructive and stable China-Japan relationship that meets the demands for the new era.
President Yang further emphasized that the Taiwan question concerns the political foundation of China-Japan relations and the basic trust between the two countries. There is only one China, and Taiwan is an inseparable part of China's territory. China has consistently opposed official interaction of any form between China's Taiwan region and countries that have diplomatic relations with China. He urged Japan to scrupulously abide by the principles outlined in the four China-Japan political documents and the solemn commitments made by both sides regarding Taiwan, and to exercise caution and prudence in its actions related to the Taiwan question.
President Yang mentioned that the recently concluded Fourth Plenary Session of the 20th Central Committee of the Communist Party of China outlined China's 15th Five-Year Plan for development, which provides greater opportunities for cooperation between China and Japan, as well as between subnational governments in two countries. He expressed hope that Nagasaki Prefecture would strengthen exchanges with regions across China, focus on cultivating new areas of cooperation, explore new models of investment cooperation, and unlock new drivers of economic growth, thus opening up new avenues for mutual benefit and prosperity. He also expressed his hope that Nagasaki Prefecture's government and parliament would actively participate in and support the cause of China-Japan people-to-people friendship, promoting exchanges and cooperation in areas such as subnational government, culture, and youth.

Governor Kengo Oishi expressed his gratitude to President Yang for taking the time to meet with him and stated that he was pleased to visit China on the occasion of the 40th anniversary of the establishment of the Consulate General of China in Nagasaki Prefecture. Governor Kengo Oishi noted that Nagasaki Prefecture has a long-standing tradition of friendship with China, with geographical proximity, a deep historical relationship, and close economic and trade ties. The friendly relationship established by past leaders of two countries is a valuable asset that must be cherished. He added that all sectors of Nagasaki Prefecture would continue to inherit and promote the spirit of friendship, working together to make new progress in economic, cultural, tourism, and youth exchanges and cooperation with China, and contributing to the development of China-Japan subnational cooperation and the sound and stable growth of China-Japan relations.
